Abstract
This Act, which is composed of 47 articles, lays down the principles of energy policy, rules for the functioning of the energy market, ways and forms of public utilities in the energy sector, the principles of security and energy efficiency, and conditions for the operation of energy plants, provisions concerning issuing licenses and authorities to carry out administrative functions related to this Act. This Act establishes the conditions of safe and reliable supplying consumers with energy services according to market principles, the principles of sustainable development, taking into account its efficiency, economical use of renewable energy sources and environmental protection conditions. This Act sets out also the competitive energy market with the principles of impartiality and transparency, taking into account consumer protection and effective control of the energy supplies.
