Abstract
This Instruction regulates the content and method of preparing risk assessments for people, animals, property, cultural heritage and the environment in the event of natural and other disasters. A risk assessment is prepared for each individual risk of natural and other disasters. The basis for the preparation of the risk assessment is research, studies and other professional bases relating to: climatic, geographical, hydrological, geological, vegetational, seismological, ecological and other characteristics of the endangered area; spatial characteristics (density of buildings, location of important facilities for protection and rescue, facilities that additionally threaten the surroundings, and others); economic, transport, energy, demographic, cultural, epidemiological and other characteristics of the threatened area. The risk assessment due to natural and other disasters must contain data and estimates on: sources of danger; possible causes of the accident; the probability of an accident occurring; types, forms and degree of threat; the course and possible scope of the accident; endangered inhabitants, animals, property and cultural heritage; probable consequences of the accident; the probability of a chain accident; the possibility of predicting an accident.
The risk assessment due to an industrial accident must contain data and estimates on: to the owner or manager of the technological process, plant and means of work that pose a risk of an accident; the location and type of technological process, equipment and means of work, which represent a risk of an accident; the number of employees at the threatened location; the number of people who are directly exposed to danger; a brief description (scenario) of extraordinary events that can develop into an accident, which shows the approximate amount of release of dangerous substances, the degree of danger and possible consequences for people and the environment, the approximate area of the affected area, the time course in which the unforeseen event can occur develops into an accident, and an overview of the necessary measures to prevent or reduce the probability of the occurrence and consequences of an accident, specifying the equipment and procedures that would be used in this.
