Regulation on triggering avalanches.

This Regulation here defines the necessary requirements for preventive triggering of avalanches and the blasting of dangerous snowdrifts, among ice on watercourses. This text regulated issues related to the planning for triggering and blasting of avalanches; execution of such triggering of avalanches and blasting; training; use of explosives; general and special safety measures; financing; record keeping. The Avalanche Risk Assessment Commission, appointed by the minister responsible for protection against natural and other disasters, decides on the implementation of avalanche triggering or shooting in a certain area, on the proposal of the Administration of the Republic of Slovenia for Protection and Rescue. For triggering avalanches, the branch prepares a protection and rescue plan based on the determination of locations and risk assessment of areas where avalanches or snowdrifts or ice on watercourses are formed, which directly endangers people's lives and property. Technical procedures for implementing avalanche triggering or blasting shall also contain an assessment of possible environmental impacts.
