Retail and wholesale locations must employ certified advisors who are physically present during operating hours to provide guidance on integrated pest management and sustainable chemical application. Sales counters are staffed by qualified sellers who act as legal gatekeepers. These sellers are mandated to verify the identity and valid training credentials of buyers before dispensing professional-grade products, and they must refuse sales to uncertified individuals.
Storage and retail facilities must conform to strict environmental and safety standards to prevent accidents and environmental contamination. The Rules dictate precise temperature, humidity, lighting, and ventilation controls within warehouses. Distributors are required to maintain a physical separation of stored products based on hazard classifications to prevent dangerous chemical interactions. Furthermore, facilities must be equipped with active spill-neutralization kits and appropriate personal protective equipment to address emergency exposure or containment failures immediately.
The administrative framework mandates a strict inventory tracking and electronic reporting system. Distributors must maintain localized registries detailing the exact quantities of products received, sold domestically, exported, or removed from the market due to expiration or damage. Compiled transaction data for each calendar year must be submitted digitally to the competent national authority by March 31 of the following year.
