Abstract
This Act, which is composed of 31 articles and two Annexes, lays down provisions for the protection of wild animals and wild plants by controlling trade in them and the rights and obligations of persons involved in such trade. It sets out rights and obligations of physical persons and legal entities in this field, the competence of the state administration for the protection of specimens of wild fauna and flora and liability for breaching of the obligations laid down by this Act. Specific provisions deal with the protection of seals.
The instrument specifies the requirements and procedures for issuing permits and certificates for the import, export, re-export and transit of specimens of species listed in the appendices of the CITES convention and the EU regulation.
The present Act is composed of the following Sections: (1) Basic provisions; (2) Evidence, proof of origin and indelible marking of specimens; (3) State administration; (4) Liability for breaching of obligations; (5) Final provisions.
