Abstract
There is hereby established the legislative framework in matter of protection, conservation and recovery of the natural environment, landscape, flora and vegetation. The Act consists of three Titles. Title I regards the safeguard of the environment and landscape. General rules and principles are laid down as regards the setting up and management of protected areas, which are classified into different types under article 2. A technical and scientific committee is established under the Ministry of the Territory, the Environment and Agriculture (art. 19). Such committee shall exercise the functions referred to in article 20. Title II deals with the protection of vegetation and flora. All public and private lands which are covered by forest vegetation as referred to in the planimetry to be drafted by the General Council shall be subjected to the protective measures mentioned in article 24. Such protective measures include the prohibition of land clearing, cutting of trees, reforestation interventions. Article 25 provides for the establishment of the Register of species, whilst article 26 establishes the Register of Reforestation. Annexes A, B and C contain the list of protected, endangered and rare species. Title III makes provision in matter of competent authorities, administrative sanctions and penalties to be applied in case of violation of these provisions.
