Decree on the Task Description of Departments, 1991.

This Decree provides for specifying and defining competences and tasks of each Ministry and its Departments. Concerning the competencies of the Ministry of Agriculture, Livestock and Fisheries, the Decree describes the following tasks: supervision of the correct use of land and water issued for the benefit of the agricultural sector; preparation of policies and plans on agriculture, livestock, fisheries and biennial farming; research and information in the sector; prevention and control of animal and plant diseases and pests; determination of standards for and the exercise of quality control on products; promotion of aquaculture and efficient management of national fishing assets and the rational exploitation of fish resources; supporting agricultural development. The competencies of the Ministry of Natural Resources are the following: preparation of national policy with regard to energy and natural resources, with the exception of forest policy; inventory, exploration, optimal exploitation and management of minerals; water resources management; energy supply; drinking water supply. Concerning the Ministry of Land and Forest Management's competencies, the Order defines: provision of sound and sustainable spatial planning; soil improvement measures; strengthening cadastre and land registration services; inventory, exploration, optimal exploitation and management of the forest resource, flora and fauna, and controls relating to the production of wood and wood products.
