Abstract
This Act establishes rules for the security of ports and ships pursuant to the International Convention for the Safety of Life at Sea. The Act defines marine security as the totality of measures regarding personnel and material resources intended to protect maritime transport against the dangers of intentional unauthorised actions. The Act identifies the President of the Republic as the ultimate competent authority responsible for ensuring maritime security. Matters covered by this Act include: Provision of information; designation of responsible authorities for the control and supervision of maritime security; security plan of port facilities; establishment of security levels and determination of the risks of a security incident; establishment of the Maritime Security Council; establishment of the Maritime Administration as the competent authority for ship security; control of foreign ships; inspection and certification measures; issuance of international ship security certificates; verification and certification of port facilities; compliance measures; prohibitions; penal provisions.
