Abstract
These Executive Instructions, consisting of 6 articles, aim at regulating the activities of the High Committee for Water and Basin Management Committee, established by Law No. 31 of 2005 on Water Legislation.
Main tasks of the High Committee for Water are: the adoption of a national water policy consistent with the content of the water legislation and integrated management mode; the adoption of a strategy in the short, medium and long term, according to water policy; general water planning; the adoption of the necessary measures to implement the National Water Policy; and follow up the issue of joint international waters of neighboring countries in accordance with the Convention on the Law of the Non-Navigational Uses of International Watercourses, and the international laws. Members of High Committee for Water are the related Ministers, the Chairman of the General Union of Peasants and the Chairman of the General Women's Union.
Main tasks of the Basin Management Committee within the administrative borders of the provinces are: follow up the implementation of the instructions of the High Committee for Water; draft the basin water policy in coordination with the General Authority of Water Resources; take the necessary measures to implement the National Water Policy assessed by the High Committee for Water; water planning at the basin level; address environmental degradation, water pollution and water deficit in coordination with the concerned parties; adjust the waste in the water supply, the excessive pumping of groundwater and the water consumption in agriculture, encouraging farmers to use modern irrigation methods, collective irrigation and to create water users' associations. Members of the Basin Management Committee are General Directors of the concerned public departments, the President of the Federation of peasants in the province, the President of the Agricultural Chamber and the President of the Chamber of Industry.
