Abstract
This Law consisting of 53 articles aims at (i) providing electricity to meet the needs of the society and the national economy; (ii) allow all the involved sectors, private, or public, national, local, Arab and foreign to invest in the fields of electricity generation and distribution; and (iii) supporting the use of renewable energies and encouraging the localization of their industry.
The Ministry of Electricity is responsible, among others, for (i) preparing the general policy for the electricity sector; (ii) cooperating with other countries for the purposes of electricity connection and the sale and purchase of electricity; (iii) raising energy efficiency and encouraging the use of renewable energies; (iv) issuing electricity investment systems; (v) issuing electricity sales tariffs on different tensions for all uses. It is prohibited to engage in any activity of generation or distribution of electricity without obtaining a license or permit from the Ministry. The Law gives in details provisions for generation, transportation and distribution activities.
Regarding renewable energy, it is permissible to purchase this kind of electricity that can be connected to the distribution network if the technical means are available and according to the rules, conditions and resources set by the Ministry at promotional prices.
Article 32 lists the rights of public institutions and companies in the sector to achieve their objectives.
