Legislative Decree No. 57 of 2004 establishing Industrial Cities.

This Legislative Decree, consisting of 20 articles, aims to establish industrial cities in the provinces of Aleppo, Homs, and the Damascus countryside. Under Article 3, cities established under this Legislative Decree, or future cities with completed infrastructure, investment plots, and housing, will be recognized as official cities under the Local Administration Law, acquiring all associated rights and obligations. The city's administration is managed by the City Council and the Manager. The Council aims to plan, organize, establish, manage, and invest in the industrial city, encouraging both existing and new industries to relocate there, while marketing and promoting investment and coordinating with public entities to implement a one-stop-shop system for investors. Furthermore, the Council holds extensive powers, within legal and regulatory limits, to achieve the city's objectives, specifically including, among others, acquiring land, providing essential services, establishing environmental protection measures, coordinating with public entities for service provision (roads, water, electricity, sanitation, telephone), proposing investment regulations for both industrial and residential plots, and granting necessary building and administrative licenses for establishments and projects within the city.
