Abstract
This Decree consisting of 13 articles aims to organize agricultural production according to the following criteria (i) increase its yield and improve its quality; (ii) investor commitment to implement the planned Plan; (iii) obligations of the State and its institutions to implement the planned Plan. The production shall be organized according to an annual plan proposed by the Ministry of Agriculture and Agrarian Reform in coordination with the concerned authorities. The Council of Ministers shall in particular (i) determine the areas and rates of production of different types of agricultural products at the level of all Governorates; (ii) determine pre-purchase prices for agricultural products; (iii) determine the production requirements and determine the selling prices; (iv) identify the role of the different actors in implementing the Plan; (v) determine agricultural financing policy; (vi) determine the agricultural marketing policy; (vii) provide means to support the implementation of the plans of the agricultural sector; and (viii) follow up the implementation of the Plan and take the necessary decisions thereon.
A "Plan Committee" shall be established at the Ministry with the membership, inter alia, of the President of the General Union of Peasants with the following tasks (i) propose the Plan; (ii) oversee the implementation of the Plan and propose necessary amendments; (iii) propose prices for the purchase of some agricultural products and selling production requirements and preventive and compulsory control measures; (iv) propose agricultural financing policy; (v) propose production requirements and determine selling prices; (vi) propose agricultural marketing policy; (vii) propose the role of different actors in implementing the Plan; and (viii) suggest ways to support the implementation of agricultural sector plans. A sub-agricultural Committee shall be formed by a decision of the Minister in each Governorate while an Agricultural Committee shall be formed by a decision of the Governor in each administrative district, and regional agricultural committees are formed by a decision of the district director with the membership of a representative of the Agricultural Organization. A fund called the "Plan Fund" will be established in the Ministry to finance the implementation of the Plan.
