Resolution 98/T on requirements and conditions for the import, export, handling and production of chemical, organic and animal materials and preparations.

This Resolution is composed of 28 articles and 3 Annexes. A previous licence shall be obtained for the import, export, handling and production of pesticides, and chemical, organic, animal materials and preparations used as feed for animals, poultry and aquatic animals (art. 1). Licences shall be issued by the Ministry of Agriculture and Land Reclamation only to veterinary surgeons and agrarian engineers (art. 2). Licences for the sale and purchase of pesticides, animal preparations, plant growth regulators and fertilizers shall be issued by the Ministry of Agriculture and Land Reclamation-Plant Protection Department only to agrarian engineers (art. 4). Industries producing, importing and exporting pesticides and animal preparations may obtain a licence by following the requirements and procedures listed in articles 6-9. Articles 10-14 deal with requirements of technical managers for the deposit of chemical and animal materials and preparations, and with requirements for technical labels. The renewal, revocation, cancellation of licences, and the inspection and registration of the aforementioned activities are provided for in articles 17-24. Article 25 deals with offences and penalties. All individuals undertaking any of the aforementioned activities have six months to regulate their position according to the provisions of this Resolution (art. 26). Annex 1 is the application form for an agricultural licence. Annex 2 lists the obligations of the importer of raw materials for producing pesticides. Annex 3 lists the obligations of the importer of pesticides.
