Abstract
This Ministerial Regulation is formulated in accordance with the Nuclear Energy for Peace Act, B.E. 2559, as amended by the Nuclear Energy for Peace Act (No. 2) B.E. 2562. The Ministerial Regulation governs the safety and security of nuclear and radioactive materials during transportation. It defines key terms, classifies types of radioactive materials and packages, and specifies labeling, documentation, and transport planning requirements. It mandates technical and administrative controls to prevent radiation exposure and contamination during routine and emergency situations.
Key safety measures include the use of specific packaging types (I-WHITE, II-YELLOW, III-YELLOW) based on the material's radiation characteristics and the implementation of security plans to prevent unauthorized access or sabotage. The Regulation also stipulates the use of transport indexes and criticality safety indexes to control radiation exposure and prevent criticality incidents. In addition, specific provisions are made for international transport, including approval from all involved countries.
