Abstract
This Ministerial Regulation is formulated in accordance with the Nuclear Energy for Peace Act, B.E. 2559, as amended by the Nuclear Energy for Peace Act (No. 2) B.E. 2562, aiming to enhance the security of nuclear infrastructure and protect against risks associated with nuclear materials.
For the purpose of the Ministerial Regulation, “nuclear facility” means any storage facility and business facility containing nuclear material. “Security” means the prevention, detection and response to sabotage, unauthorized access, unauthorized removal or disposal of nuclear material, or other unlawful acts against nuclear material, nuclear material storage or operation facilities, or nuclear facilities. The Ministerial Regulation categorizes nuclear facilities into four types based on factors like reactor power and fuel storage. It specifies security measures for each category, including controlled access, surveillance systems, and cybersecurity protocols. It also address the responsibilities of license holders in ensuring the safety of nuclear materials and facilities. Additionally, it highlights the need for emergency response plans and regular drills to ensure preparedness for potential threats.
