Abstract
This Ministerial Regulation is formulated in accordance with the Nuclear Energy for Peace Act, B.E. 2559, as amended by the Nuclear Energy for Peace Act (No. 2) B.E. 2562.
The Ministerial Regulation establishes procedures and measures for nuclear and radiation safety, both in the event of a nuclear and radiation emergency occurring in or outside the facility or during transportation. It prescribes responsibilities for relevant agencies in preparing for, preventing, and responding to radiological incidents, including emergency protective actions such as sheltering, evacuation, and iodine distribution. The radiation hazard prevention plan under must be consistent with the results of the risk assessment that may cause a nuclear and radiation emergency, taking into account the level of nuclear and radiation emergency. The Ministerial Regulation defines key zones—like precautionary action zones (PAZ), urgent protective action planning zones (UPZ), and extended planning distances (EPD)—and details the planning and response mechanisms required within each.
