Abstract
This Act amends the Petroleum Act, B.E. 2514.
Amendments include: changes to definitions in section 4; substitution of sections 15 and 16 with new sections on matters regarding the Petroleum Committee; substitution of section 22 with a new section on powers of the Minister; substitution of section 25 with a new section and minor changes to section 26 on terms of petroleum exploration and production concessions; substitution of section 28 with a new section on the awarding of concessions by the Minister; addition of paragraph 2 to section 30 on the approval in granting obligation alterations; substitution of sections 36, 39, 40, 45 and 48 with new sections and addition of a new section 42 bis on concessionaires’ rights and obligations; addition of a new section 52 bis on rights of the Government to undertake petroleum operations in areas leased to concessionaires; substitution of section 59 with a new section on the export of crude oil; minor changes to section 71; substitution of section 76 with a new section on the submission of reports; abolition of section 82; substitution of sections 84, 87, 88, 89, 90, 94 and 100 with new sections and addition of new sections 99 bis and 99 ter on matters regarding the payment of royalties by concessionaires; addition of new sections 100 bis, 100 ter, 100 quarter, 100 quinque 100 sex, 100 septem and 100 octo on petroleum revenues, capital expenditure, special reductions, etc.; addition of new sections 104 bis and 109 bis and substitution of section 110 on punishments; and substitution of the Schedules on fees and royalties.
