Abstract
This Act regulates the conduct of petroleum operations such as exploration, production, storage, transport, sale, or disposal of petroleum undertaken anywhere in Thailand, including the areas of the continental shelf over which Thailand has jurisdiction.
The Act provides for the establishment of the Petroleum Committee and defines its internal organization, and powers and duties. These shall include: awarding concessions; renewing petroleum exploration and production periods; prohibiting the export of petroleum; and requiring the concessionaire to pay royalties.
The Act further stipulates that petroleum belongs to the state and that no person shall explore for or produce petroleum except by virtue of a concession. The concessionaire shall abide by all rules, orders and necessary requirements in conducting petroleum exploration and production, conserving the environment, and storing, transporting and disposing of petroleum. Upon producing petroleum, the concessionaire shall pay royalty.
In addition, the Law provides for: benefits, rights and duties of the concessionaire; royalty payments; penalties; etc.
