Abstract
This Decree establishes that Anti-Monopoly Service is authorized executive body implementing unified state policy in the field of protection and development of competition, prevention, restriction and suppression of monopolistic activities, state regulation and control of natural monopoly entities, consumer protection and control over advertising activities. Anti-Monopoly Service shall perform the following functions: (a) consumer protection; (b) develops proposals for the application of measures aimed at curbing monopolistic activities; (c) takes measures to demonopolize the production and circulation of goods, prevent, limit and suppress monopolistic activities and unfair competition; (d) ensures compliance with antimonopoly legislation during creation, reorganization and liquidation of business entities; (e) establishes the presence of a dominant position of business entities, as well as the procedure for the formation and maintenance of the register of business entities occupying a dominant and monopolistic position in the commodity market; (f) promotes the formation of market relations based on the protection and development of competition and the creation of favorable conditions for the development of entrepreneurship; and (g) develops and approves model contracts concluded by natural monopoly entities with consumers.
