Law No. 1018 “On energy saving and energy efficiency”.

This Law regulates social relations in the field of energy saving and energy efficiency, determines the procedure for the use of fuel and energy resources and products. Energy saving shall be considered rational use and reduction of losses in the process of generation, conversion, transportation and consumption of energy. Alternative fuels shall be considered a variety of fuels (liquefied gas, biogas, generator gas, biomass products, water coal fuel and others) used to reduce or replace the consumption of primary more expensive fuel and energy resources and scarce types of energy. Renewable energy sources shall be considered various sources that exist constantly, not related to the extracted types of fuel, which periodically originate in the streams of solar, wind, geothermal waters, biomass and rivers. Energy efficiency shall be considered economically justified efficient use of energy resources, taking into account the degree of development of existing equipment and technology, while respecting the requirements of environmental protection, achieving efficient use of fuel and energy resources. The effect of this Law applies to the following activities: (a) production of energy resources and products by organizations, regardless of their organizational and legal forms; (b) monitoring and promoting the efficient use of energy resources and products in the process of mining, production, processing, storage, transportation, conversion, distribution and consumption; (c) development and implementation of efficient technologies for the extraction, production, processing, storage, transportation, conversion, distribution and consumption of fuel and energy resources and products, as well as efficient types of fuel and energy-consuming equipment and installations, metering devices, control and regulation of energy consumption; (d) activities of the civil service and departments for the supervision and control of efficient production, generation, transportation and use of energy resources and products, electric and thermal energy and water supply systems; (e) a combination of energy saving and energy efficiency with environmental protection activities; (f) financial, informational and personnel support of energy saving and energy efficiency; and (g) standardization and certification of energy-saving equipment, materials, construction sites, vehicles, other energy-using products and facilities. This Law applies to all objects of civil, industrial, municipal and defense purposes, as well as water supply systems, regardless of their organizational and legal forms. Legal regulation in the field of energy saving and energy efficiency shall be based on the following principles: (a) efficient and rational use of energy resources, taking into account production, technological, environmental and social conditions; (b) support and stimulation of the use of energy-saving and energy-efficient technologies, materials and equipment; (c) consistency and complexity of energy saving and energy efficiency measures; (d) planning energy saving and energy efficiency; and (e) participation of natural persons and legal entities in the implementation of energy saving and energy efficiency measures. This Law consists of 7 Chapters divided into 32 Articles. Chapter 1 lays down general provisions. Chapter 2 establishes the competence of government and authorized state bodies in the field of energy saving and energy efficiency. Chapter 3 regards state regulation. Chapter 4 regards provision of information in the sphere of energy saving and energy efficiency. Chapter 5 deals with energy saving and energy efficiency in organizations with public participation and state support in the field of energy saving and energy efficiency. Chapter 6 regards state supervisions. Chapter 7 regards fund for the development of renewable energy sources.
