Abstract
This Law establishes the legal framework for state protection, support, and development of entrepreneurial activity, guaranteeing freedom of entrepreneurship and equality of all forms of ownership. It defines key concepts such as entrepreneurship, subjects of entrepreneurship (individuals and legal entities), business incubators, and the authorized state body, and sets out the legal basis for government involvement in improving the business environment.
The Law regulates the rights and obligations of entrepreneurs, recognizing their freedom to engage in any lawful economic activity, manage profits, participate in public procurement, and seek judicial protection of their rights. At the same time, entrepreneurs are required to comply with national legislation, pay taxes, observe labour and safety standards, obtain necessary licenses, and avoid unfair competition. The Law classifies enterprises into small, medium, and large categories based on annual gross income and establishes principles of state support such as legality, transparency, equality, and priority support for small and medium-sized businesses.
The document outlines the mechanisms and institutions of state support, including financial assistance (grants and partial credit guarantees), business incubators, targeted state programs, and advisory councils on entrepreneurship and investment climate improvement. It defines the competencies of the Government, the authorized state body, and local authorities in developing and implementing entrepreneurship policies. The Lw also provides state guarantees protecting entrepreneurs from unlawful interference, secures property rights, and establishes procedures for dispute resolution and liability for violations, thereby aiming to create a stable and favorable legal environment for business development in the country.
