Abstract
This Decree-Law, consisting of 20 articles divided into four Chapters and one Annex, approves the Ministry of Petroleum and Minerals (MPM) as a government department. It establishes the composition, duties and responsibilities of the above mentioned Ministry, entitled to perform the following activities: designing and implementing energy policy and managing mineral resources, including petroleum and other minerals; licensing and regulating mining sector, including petrochemical and refining activities. The functions of MPM are: elaborate and propose the policy and projects of legislation of the sector; establish the system of administration and sectorial management and regulate the activities of the sector; ensure Timor maximum participation in the activities of the oil and mineral resources through appropriate legal, administrative and technical instruments; promote national opportunities in the sector, in order to attract and fix the external investment established therein; monitor the implementation of the Treaties and relevant instruments; conduct the negotiation process regarding the development model of the Greater Sunrise field or other matters related to the exercise of jurisdiction in the Timor Sea, etc.
