Abstract
This Decree-Law establishes a legal reform aimed at restructuring public administration in the environmental sector, in line with a broader government decision to increase efficiency, transparency, and coherence in policy implementation. Its primary objective aims at the restructuring of the Ministry of Tourism and Environment (MTA) intended to reduce institutional duplication, streamline governance, and strengthen coordination between environmental policies and their execution, particularly in relation to international obligations on climate change. Amendments aim at reallocating responsibilities related to climate governance, including participation in international environmental mechanisms and implementation of treaty obligations. The law also regulates the transfer of personnel, financial, and material resources from the dissolved authority to the ministry, ensures continuity of functions such as engagement with climate finance mechanisms, and repeals previous legislation establishing the authority.
