Decree-Law No. 22/2021 creating Pregnancy and Children's Subsidies called “Bolsa da Mãe-Nova Geração”, and proceeds to the 1st Amendment to Decree-Law No. 18/2012 of 4 April.

This Decree-Law, consisting of 47 articles divided into four Chapters, creates benefits intended for protection in pregnancy and family expenses with children, integrated in the social assistance system and designated, as subsidies named “Bolsa da Mãe–Nova Geração”. These subsidies are social support during pregnancy and early childhood, with the aim of improving maternal and child health and nutrition, promoting economic inclusion and stimulating the local economy. This protection is materialized through the granting of cash benefits of a universal and non-contributory nature. The “Bolsa da Mãe–Nova Geração” grants cover the following modalities: a) Pregnancy allowance; b) Subsidy for children. The pregnancy allowance is a monthly allowance aiming to promote improvements in the quality of life of women during the period of pregnancy, namely with regard to nutrition and health care. The subsidy for children is a monthly installment aiming to promote improvements in the quality of life of children, particularly in early childhood, namely with regard to nutrition, education and health care. The subsidies “Bolsa da Mãe-Nova Geração” are intended for Timorese citizens residing in the national territory who meet the necessary conditions.
