Abstract
This Decree-Law establishes public support to be granted by the State to individuals and households in situations of extreme social vulnerability, referred as the ‘Temporary Support Allowance for the Vulnerable’. This support aims to ensure that its beneficiaries can occasionally meet their basic needs, minimizing their suffering and allowing them to face situations of vulnerability with better conditions of human dignity during the process of social reintegration. In more specific cases, namely those involving death and the breakdown of family life due to mental health problems, the support covered by this statute aims, respectively, to guarantee the fulfilment of funeral needs and humanely dignified support and social reintegration. In its broader inclusive aspect, the Targeted Support Allowance for the Vulnerable is intended to extend and intensify, under the understanding of the presumption of legitimacy, the effectiveness of social assistance policies, favouring populations among whom government benefits are absent or insufficient.
