Abstract
This Law establishes the state guarantees for ensuring equal rights and equal opportunities for women and men in all spheres of public and social life. It defines key concepts such as equal rights, equal opportunities, and discrimination on the basis of sex, and affirms gender equality as a fundamental principle grounded in the Constitution and national legislation. The Law guarantees equality before the law regardless of sex or other personal characteristics, applies equally to citizens and permanent residents, and emphasizes shared responsibilities of women and men, particularly within the family and in child upbringing.
The Law outlines the institutional framework for implementing gender equality, assigning leading roles to the Cabinet of Ministers and a designated authorized body, alongside other state authorities, local administrations, and self-governing bodies. These institutions are responsible for developing and implementing gender policy, adopting regulatory acts, coordinating programs and action plans, monitoring compliance, handling complaints of discrimination, and cooperating with civil society and international organizations. Public associations are encouraged to participate actively by proposing initiatives, supporting gender-balanced candidates in elections, and contributing to policy development. Funding for gender equality measures is provided primarily through the state budget.
The Law further details state guarantees of gender equality across key sectors, including civil and political rights, public administration, elections, healthcare, education, science, culture, labor, family relations, and social protection. It ensures equal access to employment, fair remuneration for work of equal value, equal participation in governance, and protection against violence, trafficking, and discrimination. The final provisions regulate statistical reporting, complaint and dispute resolution mechanisms, liability for violations.
