Law No. № 154-III On state guarantees of equality for women.

This Law establishes the fundamental principle of equality between women and men in all spheres of human activity, including political, economic, social, labour, cultural, and family life. It defines the objectives of state policy in this area, prohibits both direct and indirect discrimination against women, and aligns national legislation with constitutional principles and Turkmenistan’s international obligations in the field of human rights and gender equality.
The Law provides detailed state guarantees to ensure women’s equal rights across key areas of life. These include equal participation in governance and public service, electoral rights, access to property and inheritance, labour and entrepreneurship, education and science, healthcare, social protection, and family relations. It also guarantees protection of women’s dignity, personal integrity, freedom of belief and expression, protection from sexual violence, trafficking, and other abuses, as well as specific protections for women who are detained or serving sentences. Special measures related to maternity and childcare are explicitly excluded from being considered discrimination.
Finally, the Law outlines the institutional framework for implementing gender equality policy. It assigns responsibilities to the Cabinet of Ministers, ministries, local authorities, and public associations, including the development of national, regional, and local programs supporting women’s rights. It mandates the collection of gender-disaggregated statistics and encourages public reporting on the status of women. The Law also affirms Turkmenistan’s participation in international cooperation on women’s rights and establishes liability for violations of legislation guaranteeing gender equality.
