Abstract
This Law defines the legal and organizational framework of civil service in Turkmenistan, conditions and procedure for implementation by citizens of Turkmenistan the right to civil service. Civil service is professional activity, carried out by civil servants for the execution of official powers aimed at the implementation of the tasks of state power. The civil service is responsible for the preparation of proposals regarding the implementation of public policy in the relevant areas, development or examination of draft regulatory legal acts, provision of administrative services, implementation of state control, state property management, personnel management of state bodies or their apparatus and other tasks directly related to the implementation of the powers of a state body. The concepts of "corruption", "offense related to corruption", "conflict of interest" and "personal interest of the state employee "in this Law are used in the meanings defined in the Law of Turkmenistan "On Combating Corruption". Civil servants in the performance of their official powers must comply with the requirements of the legislation of Turkmenistan in the field anti-corruption; monitor compliance with the legislation of Turkmenistan in the field anti-corruption, as well as prohibitions, restrictions and obligations, related to staying in the public service; and are subject to other requirements, prohibitions and restrictions established by the Law of Turkmenistan "On combating corruption ”.
