Abstract
This Law establishes legal, economic and organizational bases of activity in the field of state land cadastre, a unified state geoinformation system of documented information on the natural, economic and legal regime, categories, quantitative and qualitative characteristics and economic assessment of land, location thereof and size of land parcels, as well as on land distribution by land owners, land users and land tenants. State land cadastre is aimed at: (a) ensuring sustainable land management; (b) implementation of state control over rational use and protection, as well as monitoring of changes in the state of land resources; (c) performance of activities aimed at preserving and increasing soil fertility; (d) supply of information to the state authorities and Gengesh, other legal entities, as well as natural persons; and (e) performance of other activities in the field of the state land cadastre. The main principles of administering state land cadastre are: (a) unification of the system of state land cadastre in the territory of Turkmenistan; (b) completeness of coverage of all lands in the territory of Turkmenistan; (c) reliability and availability of information of the State Land Cadastre on land plots for interested parties; (d) continuity of updated information contained in state land cadastre about the changing properties of land; (e) obligation to submit information on the sites pertaining to the land fund (public land) of Turkmenistan to the state land cadastre; (f) comparability and compatibility of the data of state land cadastre with the data of inventories, registers and information sources on state (public) and industrial natural resources, as well as information about other immovable property connected with land; and (g) documentation of the information contained in state land cadastre. Object of state land cadastre is the land fund of Turkmenistan, regardless of where the land is located. The subjects of the state land cadastre are landowners, land users and land tenants. This Law consists of VII Chapters divided into 35 Articles. Chapter I lays down general provisions. Chapter II regards state regulation in the field of state land cadastre. Chapter III establishes the content of state land cadastre. Chapter IV lists documentation of state land cadastre. Chapter V specifies land cadastre administering and establishes the modalities for correcting errors in land cadastre documentation. Chapter VI specifies information contained in state land cadastre. Chapter VII lays down final provisions.
