Abstract
This State Sanitary Regulation for the collection, use, transportation, storage and disposal of industrial and domestic waste The Order makes compliance with sanitary rules mandatory for all individuals and legal entities involved in waste management activities, regardless of their form of ownership, and assigns state sanitary oversight to the competent authorities of the health system.
The Sanitary rules establish a comprehensive regulatory framework for industrial waste management, including definitions, classification of waste by hazard classes (from extremely hazardous to non-hazardous), and detailed requirements for collection, temporary storage, transportation, treatment, and disposal. They specify technical and organizational standards for handling different hazard classes, including packaging, labelling, storage conditions, sanitary protection zones, and environmental safeguards. Special provisions govern the disposal of toxic, radioactive, and mining-related waste, requirements for specialized facilities (landfills, pits, incinerators), groundwater and air protection measures, monitoring, and documentation such as disposal certificates.
The document also sets out sanitary-epidemiological requirements for household waste and liquid waste management in populated areas, including container placement, collection frequency, transportation, sanitation of equipment, landfill operation, and landfill closure and reclamation. It regulates waste accumulation sites, composting, landfill zoning, environmental monitoring, worker protection, and medical supervision of personnel. Annexes list industrial wastes permitted for disposal alongside household waste (with limits and conditions) and provide standard forms and technical tables.
