Abstract
The State Program “Saglyk” (“Health”) sets out a comprehensive national strategy for health system development for the period 2015–2025. It aims to further improve population health, increase healthy life expectancy, and ensure equal access to healthcare services. It reflects achievements recognized internationally, including the elimination of certain infectious diseases, progress in maternal and child health, food safety, drinking water supply, and the strengthening of preventive medicine, while aligning national policy with WHO strategies, international standards, and UN development goals. In particular, the Program aims to ensure the conditions for healthy nutrition, promoting a set of measures aimed at increasing the literacy of the population, especially children and adolescents, in the field of healthy nutrition, raising awareness and fostering healthy eating habits and the introduction of additional fortification of food products with vitamins and minerals to promote healthy nutrition for the population.
A central focus of the Program is disease prevention and primary healthcare, supported by multisectoral cooperation across government bodies, local authorities, and the private sector. The Program emphasizes health promotion across all life stages—maternal and child health, adolescents, adults, and the elderly—and prioritizes preventive measures against non-communicable diseases, infectious diseases, tobacco, alcohol, drug use, and environmental health risks. It outlines reforms to family medicine, public health services, sanitary-epidemiological surveillance, emergency preparedness, and health protection related to environment, climate change, food safety, water quality, and road safety, with strong reliance on WHO recommendations.
The Program also sets out large-scale institutional and structural reforms, including sustainable financing, expansion of voluntary state health insurance, development of the private healthcare sector, modernization of hospitals and primary care facilities, and significant investment in medical education, workforce training, research, and pharmaceutical production. Key priorities include digital health and health statistics, telemedicine, evidence-based medicine, domestic drug manufacturing, and continuous professional development of healthcare workers. Overall, implementation of the “Saglyk” program is expected to strengthen an efficient, high-quality, and financially sustainable healthcare system based on innovation, international standards, and long-term public health outcomes.
