Government Order No. 357 of 2019 dated March 21, 2019 relating to the organization of the Ministry of State Property and Real Estate Affairs.

This Order, consisting of 32 articles, aims to organize the Tunisian Ministry of State Property and Real Estate Affairs, which includes the following entities, in addition to the Ministry's Supreme Body and the Directors Board: (i) the Bureau, responsible for carrying out the work assigned to it by the Minister, and its tasks are particularly the following: informing the Minister about the activities of different departments, promoting international cooperation, supervising affiliated bodies, and facilitating communication between the Ministry and official institutions and media outlets; (ii) the General Secretariat, under the direct authority of the Minister, charged with the task of coordinating, monitoring and following up on the implementation of the work entrusted to all departments of the Ministry, public institutions and committees subject to its supervision, in particular those charged with managing human and financial resources; (iii) General Supervision Authority for State Property and Real Estate Affairs, under the direct authority of the Minister, it is responsible for supervising the interests of the State, local groups, public institutions and establishments, and in general over structures, individuals and organizations of all kinds that benefit from support or public contribution, directly or indirectly, in the form of capital shares or in the form of subsidies; (iv) Specific Structures Division; (v) Regional Administrations.
The Ministry's Supreme Body serves as an advisory structure, assisting the Minister in addressing various issues related to the Ministry, particularly: (i) strategy and plans; (ii) the formulation of work plans, laws, and statutory and regulatory texts that contribute to advancing the Ministry's areas of operation; (iii) training programs and staff restructuring; (iv) the organization and utilization of material and human resources. The Directors' Board represents a thinking and information body about the general activity of the Ministry and issues of a general nature.
The Specific Structures include the General Administration for Agricultural Properties, a department responsible for coordinating with regional administrations, creating legal texts for agricultural international properties, and conducting property research. It also manages budgets, oversees topographic work, handles property registrations, and monitors allocation-related matters. The department comprises four Divisions, including the Technical Administration for Agricultural Real Estate Operations, which conducts property research, prepares land divisions, and handles technical files for agricultural international users.
