Abstract
This Act provides rules that apply to the energy sector and establishes the Electricity Commission as a body corporate. No person may generate, distribute or supply electricity except under the authority, and subject to the provisions, of a concession contract entered into with the Commission. The Minister may, on behalf of the Kingdom, be a party to any concession contract which confers rights or imposes obligations on the Kingdom. The Minister may, with the consent of Cabinet, make Regulations for a wide variety of matters including definition of powers and rights of a concessionaire, and including creation of easements and rights of access in favour of a concessionaire.
