Abstract
This Code of Practice, issued under Section 79 of the Ports Authority Act, concerns documentation of vessels carrying goods and entering a port of Tonga. Upon arrival in any port, the Master of a vessel shall produce to the Port Master or a person acting under the authority of the Port Master an accurate Copy of the cargo manifest showing the nature and quantity of the cargo carried or to be discharged by the vessel in that port or other documents regarding the vessel, its cargo, or passengers on board the vessel or intending to board the vessel. If the Master fails to supply any document referred to in this Code of Practice, the Port. Master or any person acting with the authority of the Port Master shall have the power to seize the original of any such document from any person.
The Authority shall operate ports assigned to it and regulate and coordinate activities in such ports. The Act also prohibits the pollution of waters of a port. The Authority may make Standing Orders or Codes of Practice in respect port operations including reception facilities as required by the International Convention for the Prevention of Pollution at Sea (MARPOL).
