Abstract
The 11th Development Plan is a national policy with a multi-sectoral approach. The timeframe of the policy is 5 years between 2019 and 2023. This Plan envisages a stable and sustainable economic growth and raising the competitiveness and welfare levels of Turkey. The fundamental pillars of this Plan are stable and strong economy, competitive production and productivity, qualified human and strong society, liveable cities and sustainable environment, and rule of law, democratization and good governance.
Agricultural production will be increased to ensure adequate and balanced nutrition of all. The skilled labour and technology will be improved to meet the increased demand for food with less resource. Consumer awareness will be increased to prevent food losses and waste. The logistics infrastructure for the establishment of the cold chain in agricultural products will be improved.
Agricultural production will be increased in an environmentally, socially and economically sustainable manner, especially in the plant production, livestock, fishery, and forestry sectors. Environmental protection will be strengthened to ensure biodiversity conservation, ecosystem preservation, and sustainable use of natural resources. In order to increase product reliability, diversity and production, particularly for high value added medical and aromatic plants, good agricultural practices, organic farming, contract farming, clustering, research, marketing and branding activities will be supported. Sustainability of fish stocks will be ensured through the conservation and sustainable use of resources. Livestock farming will be developed by increasing the rates of combined breeds and their hybrids arising from artificial insemination and reducing reproductive losses in cattle. Pastures will be rehabilitated to boost the production of high quality forage production and forage crop production will be supported. Watershed planning, strategies and action plans will be implemented in an integrated way to address the protection, development and sustainable use of water resources.
Rural employment and the production capacity of producers' associations and family enterprises will be enhanced in order to improve the quality of life, fight against poverty and increase the level of welfare of the rural community. Financial support will be provided for the construction of high quality and accessible road network, drinking water, wastewater facility and small irrigation facility to meet the local infrastructure needs of rural areas. Cooperatives and producer unions will be actively incorporated into the system to establish a direct connection between the producer and the consumer. The effectiveness of agricultural training and extension activities will be increased. Agricultural subsidies will be increased and a dynamic structure that focuses on water constraint, quality in production, farmer cost and income, supply and demand balance will be provided. Employment incentives will be developed to improve the quality of the labour force in priority sectors. The support provided for forest villagers will be maintained within certain programs to increase quality production and labour productivity in forestry. The diversification and expansion of the social service models will be ensured within the human-oriented social policy framework. Moreover, the accessibility of the social assistance in rural areas will be facilitated and standards will be developed for disabled and elderly care services.
The productivity and competitiveness in priority sectors will be increased by accelerating digital transformation. To this end, standards will be established for digital transformation of manufacturing industry and Digital Transformation Product Development Support Program will be implemented in order to develop, improve and commercialize domestic products and systems aiming to meet the digital transformation needs in priority sectors. The efficiency of companies and entrepreneurs will be increased by improving their research and innovation capacities through the investments in research and development, innovation and critical technologies. Energy efficiency will be improved in the manufacturing industry. High value-added production and exports will be boosted by improving competitiveness and productivity in the manufacturing industry. Production, market diversity and exports will be increased in the livestock, poultry and aquaculture sectors. Agricultural information systems will be developed and market information and monitoring system will be established for monitoring agricultural input and product price fluctuations, protecting competition and eliminating market failures. Protection, effective use and management of agricultural lands will be ensured. A land banking system will be established in order to develop an agricultural land market. Modern irrigation systems such as sprinkling and drip irrigation will be disseminated to ensure efficient use of water and to prevent water loss in agriculture. Food safety will be ensured through increase in efficiency of inspections and the development of services for combating plant and animal disease and pests. Single health policy for human and animal health will be implemented, including animal welfare. Alternative biological and biotechnical combat practices will be supported to prevent unconscious pesticide use in plant production. The contribution of forests to the economy will be increased through sustainable forest management. National Forest Inventory study will be completed and the capacity to combat diseases, pests and wildfires will be strengthened in forestry.
Climate change will be tackled in sectors causing greenhouse gas emissions and the resilience of the economy and society to climate risks will be increased by capacity building for adaptation to climate change. Emission control activities will be carried out in greenhouse gas emitting buildings, energy, industry, transportation, waste, agriculture and forestry sectors. Disaster risk reduction and management will be strengthened to minimize loss of life and property. Policies on flood and drought management will be developed. Innovative and environment-friendly production techniques, especially smart agricultural technologies, will be developed and supported.
