Agreement between the Government of Republic of Türkiye and the Government of Republic of Kazakhstan on cooperation in the fields of plant protection and quarantine.

The purpose of this Agreement is to ensure bilateral cooperation in the field of plant protection and quarantine as well as the control of harmful organisms that damage plants and plant products and control and prevention of their entry and spread in the territories of the States of the Parties. The provisions of this Agreement shall apply to all regulated articles, including any plant, plant product, storage location, packaging, vehicles, container, soil and any other organism, objects or materials that may contain pests in terms of phytosanitary or measures that facilitate distribution, particularly in cases of international transportation. The Parties agreed on sharing regulatory legal acts, the national list of quarantine pests and other provisions related to plant protection and plant quarantine, and notifying each other about cases of occurrence and spread of quarantine pests in the territories of the States of the Parties. Article 5 lays down the requirements for goods imported from the territory of the State of one Party to or through the territory of the State of the other Party, such as phytosanitary certificate, in order to ensure phytosanitary safety. In import and export transactions carried out from one Party to the other, joint inspections and tests on shipments posing a danger of quarantine shall be carried out on the basis of a preliminary arrangement of the States of the Parties. This Agreement does not affect the rights and obligations of the Parties arising from other international treaties to which their States are parties or arising from their membership in international organizations. The dispute may be solved through negotiation and consultation between the Parties. The Parties may make amendments to this Agreement by mutual written consent. This Agreement shall be valid for five years and may be extended for successive period of five years unless terminated by written notice requiring six months through diplomatic channels.
