Directive implementing the principle of farmers’ exception.

The purpose of this Directive is to define the rights and responsibilities of plant breeders, farmers and the holder of farmers’ rights in order to protect and support the agricultural production in Turkey.
Holders of farmers’ rights shall have the power to utilize the multiplication material of a protected variety for the new production. Plant species to which this Directive applies are listed in the text. Farmers shall pay a certain sum to the holders of rights except for small scale framers which shall be exempt and shall provide every type of information and documents demanded by the holder of rights as provided for in the text. The Directive also provides for obligations concerning seed preparation, for the monitoring of farmers and seed preparers by holders of rights, and for violations.
