Abstract
The Disaster Response Plan of Türkiye defines the roles and responsibilities of the service groups and coordination units that will take part in disaster and emergency response activities, and determines the basic principles of response planning before, during and after disasters. This policy applies to the ministries, institutions and organizations, private organizations, NGOs and real persons who will take part in responding to disasters and emergencies of all types and scales that may occur in Türkiye.
The goals of this policy are to: (I) save lives, (II) return the interrupted life and activities to normal as soon as possible, (III) carry out the intervention works in a fast and planned manner, (IV) protect the public health, (V) protect property, the environment and cultural heritage, (VI) reduce economic and social losses, (VII) prevent secondary disasters or reduce their effects, and (VIII) ensure the effective use of resources.
This policy sets out response targets for disasters and emergencies of all types and scales, including earthquake, flood, water shortage, forest fires, and biological hazards and pandemics.
