Abstract
The Disaster Risk Reduction Plan of Türkiye is a national policy covering the period between 2022 and 2030. The purposes of this policy are to: (I) prevent or minimize the physical, social, economic, environmental, psychological damages and losses that may be caused by disasters; (II) create resilient, safe, prepared, sustainable, disaster-resilient living environments; and (III) determine the basic principles of disaster risk reduction activities that should be prepared and implemented before a disaster. This policy applies to ministries, institutions and organizations, private sector, NGOs and real persons who will carry out risk reduction activities for disasters of all types and sizes that are likely to occur in Türkiye.
This policy lays down strategic priorities which are (i) identification and evaluation of disaster risks; (ii) strengthening disaster risk governance; (iii) investing in risk reduction activities to build resilience; and (iv) 'building better than before' in disaster preparedness development and recovery, rehabilitation and reconstruction for effective response.
Disaster hazard and risk analysis will be conducted through integrated disaster maps, disaster risk assessments and specific disaster risk standards. Disaster risks will be considered at the spatial planning phase and practices will be strengthened. The investments for disaster risk reduction will be evaluated in a way that includes sustainable development goals. R&D activities for disaster risk reduction will be developed and disseminated. Public awareness will be raised on disaster risk reduction and socioeconomic measures will be taken.
Disaster database and national integrated early warning systems will be established. The legal and institutional frameworks and mechanisms for disaster risk reduction will be strengthened. The sectors that create resilience to disasters will be identified, the economic effects of possible disasters will be analyzed and the financial measures will be taken to reduce disaster risks and the financial burden of disasters.
The environmental impacts of investments for disaster risk reduction will be assessed, and the resilience of infrastructure facilities to disasters will be increased in a way that prevent deterioration of air and water quality and damage to the environment.
Disaster risk transfer mechanisms will be developed to cover all disaster types, and the insurance system will be promoted to reduce the negative effects of disasters on businesses and farmers. The resilience of sectors in production/supply chains will be increased to protect livelihoods and productive assets and measures will be taken to reduce disaster risks in agricultural and animal production to support rural development.
Risk reduction and preparatory work will be planned for effective response, and employment opportunities will be generated in the reconstruction of social life after disaster. Disaster risk reduction will be included in post-disaster recovery and rehabilitation processes and effective monitoring, evaluation and inspection systems will be established for identifying disaster risks and taking necessary measures.
