Abstract
The Green Deal Action Plan is a national policy with a cross-sectoral approach. This policy lays down strategies to contribute to Turkey's transition to a sustainable and resource-efficient economy and to ensure that Turkey adapts to the comprehensive changes envisaged by the European Green Deal, in a way that will preserve and further the integration achieved under the Turkey-EU Customs Union. The main areas of this policy are: (1) carbon border regulations, (2) a green and circular economy, (3) green finance, (4) clean, affordable and secure energy supply, (5) sustainable agriculture, (6) sustainable smart transportation, 7) combating climate change, (8) diplomacy and (9) European Green Deal information and awareness activities.
The roadmap or activities will be determined in order to support the reduction of greenhouse gas emissions in priority manufacturing industry sectors that may be subject to EU Carbon Border Mechanism. Assessments will be carried out on the effects on energy-intensive and resource-intensive sectors, working on a sectoral basis and evaluating the actions to be taken. A system for monitoring greenhouse gas emissions originating from industry will be developed. Studies will be conducted to carry out certification activities within the framework of the methodology/standards to be determined by the EU. Within the framework of the green circular economy, priority sectors will be determined and detailed impact and needs assessments will be carried out for the sectors. Technical and administrative work will be completed for the implementation of the Green OIZ and Green Industrial Zone Certification system. The Turkish Eco-Labelling System and waste management will be strengthened and harmonization studies will be carried out within the scope of the EU Circular Economy Action Plan. Cleaner production legislation will be updated with an emphasis on sectors with high water consumption. Technological infrastructure will be strengthened for green transformation. Integrated pollution prevention and control studies will be carried out within the scope of sustainable consumption and production, and national legislation will be drafted at general and sectoral levels. Measures will be taken to ensure sustainable use of water in production and consumption and reuse of wastewater. Research will be conducted on the use, benefits, and developmental aspects of remote sensing, sensors and informatics applications in the management of water resources. Legislative framework will be updated in compliance with the EU's Chemicals Legislation. Endocrine disrupting chemicals will be monitored in drinking water resources and resource efficiency studies will be carried out in order to ensure the transition to a green and circular economy in the regions. In order to promote green transformation, the national incentive system will be reviewed, taking into account the incentives provided in the EU. The development of the National Energy Efficiency Financing Mechanism will be evaluated and renewable energy and energy efficiency policies will be reviewed within the framework of the European Green Deal.
This policy sets out targets to make agriculture sustainable and more productive. To this end, organic production will be developed. Within the framework of efforts to reduce the use of pesticides and antimicrobials, the use of biological and biotechnical control methods will be expanded. Studies will be carried out in line with the EU's target and policy changes to reduce the use of chemical fertilizers. The use of renewable energy in agriculture will be increased and greenhouses and production facilities using renewable energy will be supported. Waste and residue management in agricultural production will be improved. In order to reduce food loss and waste, awareness-raising and consumer awareness activities will be carried out for waste recycling, including food waste. Moreover, awareness will be raised on EU Strategies on farm-to-fork and biodiversity.
In order to cope with climate change, a climate report will be prepared and the 2023-2030 Climate Change Action Plan and 2050 Climate Change Strategy will be developed. The effects of climate change on terrestrial and marine areas and specific water resources will be evaluated through ecosystem-based approaches and practices. Carbon storage practices will be implemented and monitored in sustainable land management and combating desertification and land degradation. Climate-smart agricultural practices will be promoted to increase the resilience of the agriculture sector.
