Abstract
The Medium Term Programme is a national policy with a multi-sectoral approach. The timeframe of the policy is 3 years covering the period between 2024 and 2026. This policy sets out policy priorities to resolve structural problems through a healthy macroeconomic framework that will establish strong, stable, sustainable and inclusive economic growth. Macroeconomic framework includes targets in the fields of growth, employment, price stability, balance of payments, financial stability, public finance, disaster management, green transformation, digital transformation, business and investment, and budgeting.
This Programme lays down strategies to achieve economic growth. The fight against inflation will be strengthened, the environment of confidence and stability will be reinforced, a healthy business environment will be created for productive investments that will increase employment, and the technological composition of production and exports will be improved with a focus on green and digital transformation. Focusing on increasing potential growth rates through the effective and efficient use of financial and natural resources, primarily human capital, in economic activity, special importance will be given to the opportunities brought by green and digital transformation. The use of digital technologies such as artificial intelligence and big data analytics, as well as green technologies, will be expanded. Financing opportunities for green transformation will be increased, existing support mechanisms will be reviewed, and the green finance ecosystem will be developed by increasing institutional capacity in sustainable finance. The conditions for the entrepreneurs and SMEs' access to credit will be facilitated, and the use of alternative financing sources will be developed and expanded.
Türkiye's international competitive position will be strengthened with sustainable, low-emission, high-tech production techniques, especially by adopting integrated and environmentally friendly policies in the energy, industry, transportation and agriculture sectors. Arable and irrigable areas will be increased by implementing compelling and encouraging regulations for the protection of agricultural lands, preventing their misuse and ensuring their efficient use. Minimum and maximum production areas will be determined based on product and agricultural parcel, and the framework for farmer applications, production permits and planting control will be developed. In order to ensure stability in food prices and food supply security, target adequacy rates will be determined for strategic agricultural products and production planning will be made by considering the productivity of the land as well as rainfall and irrigation opportunities. Measures will be taken to ensure the continuity of supply of fresh fruits and vegetables. Investments will be accelerated for the establishment of Greenhouse Organized Agricultural Zones (OTB) in suitable areas where geothermal energy resources are located, and investments for new greenhouse installations and greenhouse renovations will be supported. Urban agriculture will be supported to reduce logistics costs and ensure that consumers can access agricultural products at affordable prices. Employment opportunities will be increased, such as employment of the young population in the agricultural sector. Skills development and capacity building will be strengthened to ensure capability for green and digital transformation.
Disaster management will be strengthened by carrying out all stages, including pre-disaster, during and after the disaster, in a fast, effective and holistic manner. In all processes of disaster management, the resilience of settlements will be increased against disasters by strengthening the relevant administrative, legal, physical, technical and financial framework. Disaster risks and damages will be reduced and loss of life and property will be minimized, disaster awareness of the society and all institutions and organizations will be increased. During the period of this Programme, infrastructure and superstructure will be built with domestic and green technologies at better standards and more resilient to disasters, and residential and industrial areas will be developed in line with regional development strategies. Training, capacity building, R&D projects and early warning system studies will be continued to combat agricultural drought.
Green transformation and the 2053 net zero emission target will be realized and sustained by organizing planning and implementation tools to reduce greenhouse gas emissions and increase climate change adaptation activities to combat climate change. Regulatory preparation, that addresses climate change-related practices in a holistic manner, will be completed. R&D and innovation activities aimed at developing digitalization and technologies such as energy storage, hydrogen and carbon capture, utilization and storage that support energy transformation will be supported. Circular economy will be streamlined by expanding zero waste practices, intensifying recycling and reuse, developing green public procurement strategies, facilitating the transition to low-carbon systems, and promoting projects aiming at the use of renewable energy. Within the framework of sustainable forest management, forest assets will be preserved and expanded, and new carbon sink areas will be created. Climate change-resistant agricultural practices and new technologies will be expanded, and more efficient use of soil and water resources will be ensured. Legislative studies will be carried out to establish a National Green Taxonomy that is compatible with international taxonomy examples, especially the European Union taxonomy.
