Memorandum of Understanding between the Government of Turkey and the Government of the Syrian Arab Republic on establishment of a pumping station for withdrawal of water from Tigris River.

This Memorandum of Understanding sets forth the obligations of Turkey and Syria towards one and other, arousing from the construction of a pumping station for water withdrawal from the Tigris River by Syria. The station will be constructed in the territories of the Syrian Arab Republic at the part of the Tigris River forming a border between the two countries. Syria agrees to inform Turkey about investigation, planning, project, construction, annual working plans and all environmental effects of this facility. According to Article 3, Syria shall not make any intervention that may cause modification in the bed of the Tigris River and the thalweg line designating Turkish-Syrian border during the constructions and water withdrawal process. The parties further agree upon the maximum amount of usage of water of Syria from Tigris River per year and the distribution of this amount to each month. It is also underlined that, no geographical material obtained during the investigation carried out in Turkish territories by Syria will be disseminated to a third party unless agreed by both contracting parties. The Memorandum of Understanding is for an indefinite time period. It may be amended and its scope may be extended by the mutual consent of both parties.
