Abstract
By the Presidential Decree No. 6558 of 14 December 2022, the Memorandum of Understanding between the Republic of Türkiye and the State of Palestine on cooperation in the field of environment has been approved. The Parties shall cooperate through sharing of knowledge, experience, best practices and technology on the basis of equity, benefit and reciprocity, in order to reduce pollution and ensure environmental sustainability with a balanced approach on the conservation and use of the ecosystem. The Parties agree upon cooperation in the fields of: (I) integrated waste management (hazardous and non-hazardous industrial production waste, municipal waste, packaging waste, medical waste, agricultural waste and monitoring and inspection of treatment facilities), (II) monitoring and inspection of wastewater collection and treatment management, (III) air quality assessment and management including emission inventory, modelling and mapping, (IV) green economy, green projects, circular economy and zero waste, (V) climate change (adaptation, mitigation, reporting, emission trading), (VI) chemicals management, (VII) identifıcation of potential risks of major industrial accidents, prevention and mitigation of leakage of hazardous substances, developing emergency plans for hazardous wastes and substances, (VIII) environmental impact assessment (EIA) requirements for municipal waste, hazardous waste and wastewater treatment and disposal facilities, (IX) biodiversity conservation and planning, designing and management of protected areas and vegetation mapping using Geographical Information Systems (GIS) and Remote Sensing (RS), and (X) enhancing Environment Quality Authority (EQA) capabilities in the use of GIS and RS in environmental applications and integration with National Spatial infrastructure and e-government services.
The Parties shall develop cooperation by organizing scientific and technical visiting programmes, and exchange of information, know-how, and documents on research, development and implementation activities. This MoU may be amended by mutual written consent. A Joint Committee will be established. The dispute may be solved through negotiation. This Agreement shall be valid for one year and may be extended or renewed for successive periods of one year with termination rights requiring six months written notice.

Entry into force notes
This MoU shall enter into force on the date of the receipt of last written notifıcation by which the Parties notify each other, through diplomatic channels, of the completion of their internal legal procedures required for the entry into force of the concerned document.
