Memorandum of Understanding in the field of remediation of water quality between the Government of the Republic of Turkey and the Government of the Syrian Arab Republic.

This Memorandum of Understanding sets forth a framework for co-operation in improving water quality. The parties agree upon setting up joint research and training programs, exchanging scientific and technical information and documents on development activities and environmental management, organizing joint meetings conferences and symposiums and exchanging experts and trainees to co-operate in a better way for the improvement of water quality. The transportation of the experts and trainees will be borne by the sending party whereas accommodation costs will be the responsibility of the hosting party. The parties will also co-operate in several other areas, such as working jointly on prevention of pollution, setting up emission standards and transition to Environmental Quality Standards, enabling reuse of treated water, implementation of polluter pays and cost recycle principles, planning, construction, maintenance and repairmen of infrastructural systems and options for the application of best technologies and management of systems for permit, auditing and sanction in remediation of water quality. Following the entry into force of this Memorandum of Understanding, each party will designate a National Coordinator to be responsible for the management of co-operation activities. The government agencies, private enterprises and NGOs will be invited and encouraged by both governments to participate in the co-operative activities. The Memorandum of Understanding s for a five years period with termination rights requiring six month notice. I t may be extended automatically and may be amended by mutual consent.
