Abstract
The National Renewable Energy Action Plan for Türkiye is a national policy covering the period of 10 years between 2013 and 2023. The overall purpose of this policy is to have at least 20% of renewable energy sources for its general energy consumption in 2023. This policy lays down strategies for: (I) the reduction of energy dependency in order to mitigate the risks linked to high energy dependency on fossil fuel supplies from other countries and the volatility of their prices, and their impact on economic development; (II) an increase in natural gas, nuclear generation capacity, and renewable energy in electricity generation; (III) introduction of technologies for hydropower, biomass and wind, solar and geothermal energy; (IV) improvement of the transmission grid infrastructure; (V) improvement of energy efficiency in the electricity transmission grids and reduction of electricity loss; and (VI) taking full advantage of the agricultural sector enhancing the biofuel industry.
This policy establishes a common framework of measures for the promotion of energy efficiency, in order to ensure the achievement of the future targets on energy efficiency and to pave the way for further energy efficiency improvements. Incentives will be provided to electricity generation and other facilities with renewable energy generation to promote new investments. Control mechanisms will be established to assure the adequate development of renewable energy technologies, through authorizations and permits. The national procedures concerning authorization, certification, licensing and spatial planning applied to plants and associated transmission and distribution network infrastructure will be developed for the production of electricity and heating or cooling from renewable sources. The licensing and authorization processes to install renewable energy facilities as well as unlicensed generation will be facilitated, and mandatory deadlines will be established for the different administrative tasks in order to reduce process delays. Renewable energy will be promoted through information dissemination and public awareness-raising campaigns. The use of renewable energy technology will be improved in collaboration with the relevant institutions.
Necessary requirements to install new renewable energy capacity will be reexamined and redefined with a focus on optimizing the necessary control and ease of doing business. Stakeholders who grant the permissions will be redefined with an optimization focus and will be enabled to share a common database relevant for the renewable permits. The database will be accessed and used by the licensing authority and the transmission system operator at the very least. A one-stop-shop to manage all the permits, licenses and authorizations necessary to install new power capacity will be established. Specific procedures will be implemented for small-scale natural or legal entity to enable them benefit from the feed-in tariff defined by the Renewable Energy Support Mechanism. The guidance on planning, designing, building and refurbishing industrial and residential areas to install equipment and systems using renewable energy sources in electricity and heating and cooling will be developed and will be made available to local and regional administrative bodies. The renewable energy associations that provide support to the investors will be promoted. Technical and quality measures based on international standards focused on renewable energy components, equipment and procedures will be taken into consideration. Environmental certificate system will be developed for buildings specific to the geographical, climatic, political, social and technological context of Türkiye. With the emphasis on energy efficiency from the General Directorate of Renewable Energy, the collaboration from the private sector and NGOs will be further increased. Institutional capacity building and collaboration will be strengthened through training and certification programs. The grid codes will be updated to enable large renewable energy penetration according to security and energy reliability criteria. A coordination scheme will be established to enable the connection of distributed generation considering reduction of losses and the economic benefits due to renewable energy, with regards to the mitigation of energy dependency. Biofuels will be gradually introduced into the fuel mix without compromising the food requirements of the country. Additional feedstock will be provided for bioenergy production through dedicated non-food lignocellulosic energy crops. The availability of agricultural land for energy crop production will be determined taking into account the competing land use requirements for the food and livestock sector as well as land use conversion from agriculture to other uses. The Minister of Energy and Resources lays down targets to promote the use of energy from renewable resources in electricity by 2023.
