Abstract
Türkiye's rural development policy is a national policy covering the period of 2021 and 2023. The main objectives of this policy are: (I) to increase the production capacity of producer unions and family businesses and the employability of rural workforce, (II) to improve the quality of life, (III) to reduce poverty, (IV) to increase the welfare level of the rural communities by providing regular and sufficient income opportunities, (V) to increase the population in rural areas, and (VI) to ensure rural development and its sustainability.
Rural economy will be diversified and agricultural and non-agricultural economic activities will be evaluated together for the growth of the rural economy on the basis of production and employment. The competitiveness of the agriculture and food sectors will be improved to increase food production and hence ensure food security. Studies will be carried out to develop digital entrepreneurship and innovation culture in agriculture. The protection of the environment and natural resources in rural areas will be ensured within the framework of adaptation to climate change and green growth principles. Ecofriendly agricultural production will be promoted and organic farming will be developed. Within the framework of the European Union Green Deal, the efficient use of resources will be increased, biodiversity will be restored and pollution will be reduced by transitioning to a clean, circular economy. Efficient use of agricultural land will be ensured by developing irrigation infrastructure and improving land consolidation. Sustainable use of forest products will be ensured for the development of income generating activities for forest products, and agroforestry activities will be improved and supported. Investments will be allocated to infrastructure in a way that will support production activities, improve the landscape value of rural settlements and increase the quality of life of individuals.
Social policy practices will be activated within the scope of strengthening human and social capital and reducing poverty. Innovative practices that consider the demographic structure of rural areas and the local administration structure in the provision of public services, will be developed. Investment and service needs for the social and physical infrastructure, settlement and resettlement works of rural settlements will be identified, and actions will be taken for meeting these needs. Rural development supports will be given through farmer and environment-oriented programming. In order to raise living standards in rural areas, institutional and local capacity for rural development will be developed, positive discrimination will be applied to the groups such as women, young farmers, etc., and producer organizations will be ensured to be the leading institutions in social solidarity, cooperation, education and financing. The human and social capital of rural communities will be developed, and efforts to combat poverty in villages will be continued with a focus on production and employment. With the aim of ensuring the sustainability of production and lifestyles in rural areas, rural heritage will be kept alive and natural and cultural assets will be protected. The data-based rural policy approach will be strengthened, rural statistics will be calculated with methods that will not be affected by administrative changes and will be updated continuously, the definition of rural area will be revised, and basic rural data will be published on a rural-urban and provincial/district basis.
