Notification No. 2023/5 on supporting rural experts within the scope of rural development.

The purposes of this Notification are: (I) to increase the amount, quality and efficiency of agricultural production with an educated workforce, (II) to encourage the employment of the youth graduated from vocational schools or universities that provide education in agriculture, animal husbandry, forestry, food and fisheries in rural areas, (III) to support entrepreneurship in plant cultivation, livestock, forestry, food and fisheries and aquaculture sectors in rural areas, and (IV) to provide grant support for sustainable investments that will lead businesses engaged in agricultural production in rural areas.
The support payment shall be granted to those who live/commit to live in rural areas during the period of 2022-2024 and graduate from vocational schools and universities that provide education in the fields of agriculture, livestock breeding and animal health, laboratory services and food technology, only for the implementation of the projects listed in Article 11. The main areas of projects are as follows: a) animal production, b) plant cultivation, c) fisheries and aquaculture, and ç) production of geographically indicated and traditional products, and d) processing, storage and packaging of the products specified in subparagraphs (a), (b), (c) and (ç).
