Abstract
The purpose of the Post-Disaster Recovery Plan of Türkiye is to ensure that post-disaster recovery efforts are planned beforehand and to outline the framework for post-disaster efforts to address the damage, loss, and damage caused by the disaster. The timeframe of this Plan is 10 years, covering the period from 2025 to 2035. The Plan aims to: (i) ensure that post-disaster recovery efforts are carried out in a planned, systematic, synchronized, comprehensive, and faster manner; (ii) improve inter-institutional collaboration in this area; (iii) ensure the efficient use of resources through prioritization; (iv) effectively monitor and evaluate recovery activities; (v) report on recovery activities and expenditures to improve disaster management capabilities in future disasters; (vi) strengthen existing recovery processes. It covers three basic planning levels: (1) at the strategic level, Section III sets out the objectives, strategies, and actions for developing a national understanding of recovery and reconstruction; (2) at the operational level, Sections IV-V determines institutional roles and responsibilities, workflows, and management and organizational structures to ensure coordination and cooperation in recovery and reconstruction activities; (3) at the tactical level, Section VI covers the planning, implementation, and monitoring of post-disaster recovery activities.
This Plan addresses disaster management as a process of risk reduction, response, and recovery, and the management to be achieved through a holistic approach. Recovery covers the return to normal life following intervention and long-term reconstruction, reducing risks related to subsequent disasters. In this context, post-disaster recovery encompasses restoring damages, building more resilient structures in areas protected from hazards, addressing not only structural losses but also economic, social, environmental, and cultural losses, and contributing to sustainable development in disaster-affected regions from a long-term perspective.
Sustainable economic and social development will be supported through economic recovery and supporting growth in disaster areas, employment generation in disaster areas, healthy and high-quality living standards in disaster areas, and expansion of disaster insurance. The industries supported in disaster areas will be promoted to use efficient production methods, minimize environmental impact, and avoid using harmful chemicals. Efforts will be given for the diversification and standardization of agricultural activity supports. Business continuity plans will be prepared for companies in the food sector to prevent disruption of basic food supply. Standards will be determined for preventing physical, chemical and biological risks arising from disasters and ensuring food safety.
Resilient and sustainable reconstruction will be ensured by creating sustainable and disaster-resistant infrastructure systems and residentials and by ensuring the disposal of disaster-related waste and encouraging recycling. Disaster-affected water basins, marine, coastal, and forest ecosystems will be restored to increase their resilience. Measures will be taken to prevent land degradation and to protect biodiversity in post-disaster recovery activities. Standards will be determined for the elimination of environmental damage caused by disasters and reporting of this damage taking into account the impacts on other sectors such as agriculture, tourism and industry. The disaster safety of cultural heritage will be increased by determining damage assessment standards for movable/immovable cultural assets, prioritizing and restoring to prevent damage in another possible disaster, and making plans to move and preserve movable cultural assets in disaster-affected areas to safe areas.
