Abstract
This Circular provides for the guidance to present public investment priorities, general principles to be followed by public administrations, objectives and measurable standards, calculation methods, templates to be used and other information to be used as a basis for the preparations of the Investment Program for the 2023-2025 period.
The public investment priorities include (I) projects that will make maximum contribution to economic growth, supporting private sector investments, activating the development potential of the regions, increasing production, employment and country welfare, (II) economic and social infrastructure projects that cannot be carried out by the private sector, (III) infrastructure projects that will support the reduction of production costs in the private sector, the creation of new production capacities, thus the innovative and competitive development of production, and (IV) projects related to the goal of qualified manpower and a strong society that will support the macroeconomic targets in the top policy documents.
The sectoral principles of the investment program are listed in the fields of agriculture, plant production, animal breeding, small- and medium-scale entrepreneurs, tourism, construction, education, culture, health, technology, renewable energy, industrial infrastructure, irrigation, and potable water supply. In the public investment allocations for the 2023-2025 period, priority will be given to the manufacturing industry sectors and horizontal areas such as R&D, digitalization, human resources, logistics, energy and education, which will strengthen the human and physical infrastructure for these sectors, as well as agriculture, tourism and defense industry areas. Furthermore, priority will be given to projects aimed at protecting the environment and natural resources, improving their quality, and ensuring their effective, integrated and sustainable management, environmental projects that will serve the goals and objectives of national strategies, and projects that address international commitments on the environment.
