Abstract
This Regulation lays down provisions to ensure the protection of human and animal health and to reduce the risk of the spread of animal diseases by checking the quality and health of live animals, as well as all animal products including animal by-products and some plant products such as stalks and straw that have the risk of transmitting diseases; and to regulate the procedures and principles regarding the work, duties and powers of the veterinary border control points established to support veterinary control services by strengthening the administrative capacity at external borders and to ensure that the veterinary controls carried out to be in parallel with the European Union legislation; and to determine the duties, powers and responsibilities of the Central Competent Authority.
The Central Competent Authority provides for the training to the personnel of veterinary border control directorates, covering the following subjects: (I) national legislation and European Union legislation on veterinary medicine, public health, food safety and hygiene, animal health, animal welfare during production, transportation and slaughter, and pharmaceutical substances; (II) World Trade Organization (WTO), Sanitary and Phytosanitary Agreement (SPS), Codex Alimentarius, Common Agricultural Policy within the scope of the World Organization for Animal Health (OIE), market measures, fraud detection principles; (III) HACCP methods, concepts and principles; (IV) control and prevention of animal diseases, zoonotic diseases and food-borne risks to protect human and animal health; (V) data processing and biostatistics applications; and (VI) waste management.
